Does anyone know what is it?

I've not found 1820-2869 at HP part numbers for microprocessors and microcontrollers

I've got it from the same seller who sold me white HP chip.
Dossybrown said this white chip is "an IO-processor
for the old proprietary HP mainframe bus"

And what is 1820-2869 ?

The first line is a replacement part number. The second line is an original HP part number. I think 1Axx-xxxx part numbers are for proprietary HP chips. Stu posted some information on it here:
