Yes, it is a prototype CPU from Motorola. Motorola made his chips with prefix MC for qualified CPUs, XC for not fully qualified and PC for engineering prototypes.

Really high price. Possible a coincidence but I bough one unit like the offered in eBay from Australia one year ago by 17 EUR, including shipping costs.
