Intel Mobile Celeron T3100 OR AMD Mobile Sempron SI-42! :?

Hey was wondering if someone could help me out deciding which is the better laptop for multitasking, browser games, general use etc. The reason is my parents just got a Grant from the government to buy a Laptop for my little brother under the http://www.homeaccess.org.uk Scheme(UK).

The payment method can only be used on these websites and there's a limit of 3/4 Laptops to choose from.

Toshiba L450D:

Assuming the Samsung R519 is still in stock & i can upgrade the RAM to 2/3Gb when i call them.

But as standard without any upgrades AND "IF" the upgrades are available to me, which would you personally prefer for the job?

Option 1: "AMD Sempron Single Core 512kb L2 Cache + 2GB DDR2 RAM Toshiba" (POSSIBILITY* Upgraded to 3Gb RAM)

Option 2: "Intel Celeron Dual Core 1Mb L2 Cache + 1GB DDR2 800 RAM Samsung" (POSSIBILITY* Upgraded to 2Gb RAM)

Go for the samsung if you can upgrade ram to 2Go.
Sempron SI-42 is not a good cpu.
