this is CPU or something else?

It's a PCI bridge controller (northbridge) for early PowerPC processors. Motorola sold this line of support chips to Tundra who continued the series with Tsi108, Tsi109 and Tsi110. Freescale and now NXP kept on selling MPC106 and MPC107.

It is PCI Bridge/Memory Controller for PowerPC. Search for MPC105.
