hmm, what kind of dirt is this on the chip? is it hardened glue or the rest of a tape?

All you need to do is rub the glue off with some hydrocarbon solvent...acetone, alcohol, Naptha paint thinner, etc.
I would avoid rubbing the print, just to be safe. Some print can come off easily...
