Hello!
I have a Gateway notebook with a motherboard made by Gateway, NE56R05b, LA-7912p. I would like to know if there is any card that is similar to this one, because I want to upgrade with a faster card? |

By 'card', you mean a faster processor? Your Gateway NE56R/Packard Bell Q5WTC doesn't have an MXM slot.
If I'm not mistaken, your Gateway is a rebranded Acer Aspire E1-531. I have only seen one Aspire E1-531 with a Core i7-2670QM, the rest I could find were equipped with a Core i3, Pentium, or even a Celeron.
Judging from that particular Aspire, I'm sure any mobile Sandy Bridge quad-core will work with your Gateway. The only thing holding you back would be the cost of these processors, I wouldn't call them cheap or even affordable these days.

It's not the processor I want to change now, but the Motherboard, as it is limited to upgrade some hardware.
Some information found on the internet says that this motherboard is not compatible with the line (Core i3 and i5), but only with Celeron in the case of an upgrade.
Chipset is "HM70". |

Any dual core 35W Socket G2 chip should a safe upgrade if you have a PGA socket in the laptop. It's very likely that a 35 W quad core would work as well, but that's not a guarantee. |

The motherboard socket is: "rPGA988B", from what I've researched, it's removable and not soldered, right?
The power can only be a maximum of 35W? |

rPGA988B's friendly name is "Socket G2". It's also called uPGA988B.
The maximum TDP is 35W for most chips, only the quad cores get 45W or 55W TDP. That's a rating given by Intel and not the actual power consumption.
Often, higher TDP chips are blocked by the BIOS and will not boot. |

| Regarding the motherboard, it is manufactured by Gateway, model NE56R05b, LA-7912p. I asked for the service manual, but unfortunately, I was told that there is more support for this card. |

Are you aware that notebook motherboards are proprietary and are not exactly interchangeable? Anyway, If you believe that your motherboard doesn't accept anything faster than a Celeron, then I'd suggest finding an Aspire V3-571G's motherboard. Those models are sometimes equipped with a Core i7-3610QM from the factory, depending on the configuration.

If I were you, I wouldn't believe such claims without solid proof backing it. I don't see any proof either way, so I doubt it's limited to only Celeron processors.

That's understandable, although you could've mentioned that the source was... unreliable to say the least. I assumed you were confident that it was true.

Yes, the Aspire V3-571G uses the same Compal LA-7912P motherboard as your Gateway does. In fact, if you were to compare the screw mounts found on your notebook and the Aspire's, they are be bound to be identical. The only difference is the chipset/PCH or the inclusion of a dedicated GPU.
In my opinion, it seems like a waste of money to buy a motherboard. What I would do in your situation, would be to purchase an affordable, compatible quad-core processor that fits in your current motherboard. However, much like svmlegacy has said; there is no guarantee that it will work so buying a faster dual-core is a much safer option.
